Director of Housing & Homeless Services requests the approval of and authorization for the Chair to sign Amendment No. 2 to Agreement No. 190277B with Catholic Charities of the Diocese of Santa Rosa increasing the annual maximum by $51,430 for a total of $360,000 per fiscal year for the term July 1, 2022 to June 30, 2023 to provide and operate an emergency shelter for families with minor children who are experiencing homelessness.

EXECUTIVE SUMMARY
The purpose of today's requested action is to amend Agreement No. 190277B with Catholic Charities of the Diocese of Santa Rosa (Catholic Charities) for the operation of an emergency shelter for families with minor children who are experiencing homelessness. All families are referred for placement in the family shelter through Napa County’s Coordinated Entry System. Catholic Charities has operated the family shelter, known as “Rainbow House,” since 2017.
This Amendment increases the annual contract maximum by $51,430 to $360,000. The increase is due to the rising costs of food, basic supplies, and staffing.

Approval of the requested action is discretionary in that there is no mandate to contract with Catholic Charities Diocese of Santa Rosa known as Rainbow Houses to run a family shelter. Contracting with Catholic Charities will provide case management services and shelter operations to homeless clients. |

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
Catholic Charities of the Diocese of Santa Rosa (Catholic Charities) has operated a family emergency shelter in a house on Jefferson Street in the City of Napa known as “Rainbow House.” The shelter is a 7-unit, 30 bed facility available for families with minor children who are experiencing homelessness.
The purpose of this Agreement is to provide funding for the operation of the shelter run by Catholic Charities to provide families with minor children who are experiencing homelessness with emergency shelter, food, and community resources in a safe, respectful, and inclusive manner seven days per week and 365 days per year. This Agreement provides critically needed funding for case management services and shelter operations.
Due to rising operational costs for food, supplies and staffing, Catholic Charities is requesting a budget increase of $51,430. This Amendment will increase the contract maximum from $308,570 to $360,000 to accommodate these increased costs and ensure continuity of services for families experiencing homelessness in Napa County.
