County Executive Officer requests approval of and authorization for the Chair to sign Agreement No. 230083B with Ralph Andersen & Associates for a maximum amount of $10,000 per fiscal year for the term of July 12, 2022, through June 30, 2023, and each subsequent automatic renewal thereafter, to provide compensation information on various fire companies and districts in comparison with those charged by California Department of Forestry and Fire Protection (CalFIRE).

EXECUTIVE SUMMARY

In 2013, Ralph Andersen & Associates provided a survey of various jurisdictions providing fire services as compared to those provided by CalFIRE. Approval of today’s requested action will allow the County to receive updated compensation information of various fire companies and districts that can be compared to the current contract with CalFIRE.

Discretionary Justification:

There has been questions regarding the existing contract with CalFIRE and why the County continues to contract with State for provision of fire services. Information provided by Ralph Andersen & Associates will help to inform that decision.

Appropriations will be requested in future years if needed.

Consequences if not approved:

County staff will not have the resources needed to develop a cost comparison.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

In 2013, Ralph Andersen & Associates (RAA) provided a survey of various jurisdictions providing fire services. RAA will update that information by surveying nine cities and three fire districts for salary and benefit costs of positions currently provided under contract with CalFIRE. They will also provide an analysis of the existing contract with CalFIRE and provide a presentation to the Board with the updated information. Staff anticipates that to occur in late summer or early fall.
