EXECUTIVE SUMMARY

The Annual County Bridge Repairs Project focuses on completing minor repairs such as spall repairs and minor crack repairs as a cost-effective way to protect and preserve our county bridges. Nine (9) bridges have been identified which will benefit from minor maintenance now, which will minimize deterioration and save significant funds in the future.  The annual maintenance work will be funded from SB-1.

Discretionary Justification:

Approval of the plans and specifications is necessary to move the project forward toward construction to improve public safety.

Future fiscal impact:

It is anticipated that all the work will be completed in fiscal year 2022-23 and the Roads fund will pay for future maintenance work.

Consequences if not approved:

If not approved, more costly and possibly more detrimental repairs may be needed in the future.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION:
Consideration and possible adoption of a Categorical Exemption Class 1: It has been determined that this type of project does not have a significand effect on the environment and is exempt from the California Environmental Quality Act. [See Class 1 (Existing Facilities”) which may be found in the guidelines for the implementation of the California Environmental Quality Act at 14 CCR 15301; see also Napa County’s Local Procedures for Implementing the California Environmental Quality Act, Appendix B.]

 

BACKGROUND AND DISCUSSION

The County Public Works Department maintains 171 bridges that have a span longer than 12 feet. Caltrans inspects and provides bridge inspection reports for bridges that are longer than 20 feet which amounts to 93 bridges in the unincorporated area of Napa County. The recommendations in these reports range from doing nothing to complete replacement. In many cases, Caltrans and the Federal Highway Administration (FHWA) provide funding for preventative maintenance or replacement which the County is pursuing, however, repairs are not eligible for federal funding.

After reviewing the Caltrans bridge inspection reports, we have identified nine bridges for minor repairs to be completed this construction season. Completing this work will include repairing concrete spalls and injecting epoxy into cracks that are key to protecting the structure strength at the following bridges:

1.                     Berryessa - Knoxville Road over Putah Creek

2.                     Silverado Trail over the Napa River Overflow 0.1 miles north of Hardman

3.                     Silverado Trail over the Napa River Overflow 0.2 miles north of Hardman

4.                     Barnett Road over Burton Creek

5.                     Oak Knoll Avenue over the western Napa River Overflow

6.                     Conn Valley Road over Conn Creek

7.                     Wooden Valley Cross Road over Suisun Creek

8.                     Larkmead Road over Dutch Henry Creek

9.                     Yountville Cross Road over the Napa River

Any repairs that require a regulatory permit will be completed in a future year. Next year and beyond, staff anticipates requesting funding approval to continue completing more bridge repairs as well as evaluating bridges that are between 12 and 20 feet long. Based on available funds, staff will prioritize a list of bridges and the type of work.

Approving the plans and specifications will allow for the 2022 Annual County Bridge Repairs Project to move forward to construction.
