EXECUTIVE SUMMARY
Assessor-Recorder-County Clerk ex-officio Registrar of Voters is the filing officer for Form 700 Statements of Economic Interest. The Board recently adopted an updated Conflict of Interest Ordinance which doubled the number of employees required to file Form 700 from 450 to 900. Amendment No. 1 to Agreement No. 190237B extends the term to June 30, 2023 and increases the maximum annual rate to $14,026 to accommodate the increase in number of filers.

We would expect to renew this contract annually to maintain the savings in staff time and ease of use for filers.
Consequences if not approved:
Napa County would revert to a manual filing system that would require additional staff for Elections and significant increase in time spent filing by filers.
