County Executive Officer requests approval of the following actions regarding the 2021-2022 Grand Jury Final Reports:
1. Accept and file the 2021-2022 Grand Jury Final Reports: “Homelessness: Much is Being Done-More is Required”; “Adult Probation Department Final Report”; “Napa County Juvenile Hall: Good Facility, Dysfunctional Governance, Unused Beds, Outdated Program”; “The Napa County Airport Under the Radar: The Saga to Bring Napa’s Airport Into the 21st Century”; and
2. Direct staff to prepare responses to the Grand Jury Report as prescribed by Section 933 of the Penal Code.

EXECUTIVE SUMMARY
The County has received the following reports from the Grand Jury: “Homelessness: Much is Being Done-More is Required”; “Adult Probation Department Final Report”; “Napa County Juvenile Hall: Good Facility, Dysfunctional Governance, Unused Beds, Outdated Program”; “The Napa County Airport Under the Radar: The Saga to Bring Napa’s Airport Into the 21st Century.”
Staff will recommend responses to the Board within the mandated 90-day time period. Copies of the reports are on file with the Clerk of the Board or may be accessible online through the Napa County Superior Court’s website.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
The primary function of the Grand Jury is to examine all areas of local government: county, city, school districts and special districts. The Civil Grand Jury in Napa County conducts non-criminal investigations to ensure that government funds are judiciously used, services are effectively delivered and that all accounts are property audited. County staff will draft responses to the following reports for the Board’s approval:
The Final report on “Homelessness: Much is Being Done-More is Required”; was received on June 14, 2022. Responses to the Grand Jury’s findings and recommendations contained within the report are due to the Presiding Judge by September 12, 2022 and will be presented to the Board of Supervisors for approval no later than August 9, 2022.
The Final report on “Adult Probation Department Final Report”; was received on June 15, 2022. Responses to the Grand Jury’s findings and recommendations contained within the report are due to the Presiding Judge by September 13, 2022 and will be presented to the Board of Supervisors for approval no later than August 9, 2022.
The Final reports on “Napa County Juvenile Hall: Good Facility, Dysfunctional Governance, Unused Beds, Outdated Program”; “The Napa County Airport Under the Radar: The Saga to Bring Napa’s Airport Into the 21st Century” were received on June 21, 2022. Responses to the Gran Jury’s findings and recommendations contained within the report are due to the Presiding Judge by September 19, 2022 and will be presented to the Board of Supervisors for approval no later than August 23, 2022
