County Executive Officer requests the appointment of Choolwe Kalulu to represent Local Education Industry and Richard Rybicki to represent General Public on the Napa County Airport Advisory Commission with the term of office to commence immediately and expire on September 17, 2022.

EXECUTIVE SUMMARY
There are currently two openings on the Napa County Airport Advisory Commission, one General Public and one Local Education Industry. The County Executive Office advertised the openings and received two applications from Choolwe Kalulu and Richard Rybicki.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
The Airport Advisory Commission (AAC) was originally formed in 1969 with the mission of advising the Board of Supervisors on all matters pertaining to County Airport operations and making recommendations to the Board of Supervisors regarding Airport safety, annual budgets, use of Airport facilities, and a variety of other issues related to the Airport.
On May 7, 2019 the Board of Supervisors adopted Resolution No. 2019-54 revising the function, composition, and frequency of Airport Advisory Commission meetings to better assist Airport Management. The number of meetings was reduced from ten (10) to six (6) annually, and the membership was reduced to seven (7) voting members and one non-voting liaison Commissioner.
