EXECUTIVE SUMMARY

The extension of Professional Service Agreement 210342B with Mead & Hunt, Inc. will continue to support the Airport's approved Terminal Area Redevelopment plan and allow for timely design of a project to relocate the electrical vault building, backup generator, and the rotating beacon at the Napa County Airport, a project which is a critical prerequisite for timely development of two on-site Fixed Base Operators (FBO). These facilities are currently located in an area which is slated for FBO development. This Agreement also facilitates the professional technical review of private development plans by a firm that is familiar with the planned redevelopment project and has extensive knowledge of existing conditions at the Airport which is critical to a successful project design.

Discretionary Justification:

This agreement will initiate the implementation of the Airport's Terminal Area Redevelopment Plan by facilitating movement of critical infrastructure at the Airport and providing private development plan review to allow for timely development by Fixed Base Operators.

This project will extend into Fiscal Year 2024/25 and will be budgeted accordingly.

Consequences if not approved:

There will be delays in moving critical infrastructure at the Airport which may result in the postponement of FBO development activities.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: Mitigated Negative Declaration Prepared. According to the Mitigated Negative Declaration, the proposed project would not have any potentially significant environmental impacts with implementation of mitigation measures. Mitigation measures are proposed for the following areas: air quality and tribal cultural resources. This project is not on any of the lists of hazardous waste sites enumerated under Government Code Section 65962.5.

 

BACKGROUND AND DISCUSSION

In order to facilitate the Airport's approved Terminal Area Redevelopment Plan to enable FBO developments, staff identified and determined existing electrical vault, generator, and rotating beacon, currently located east of the Airport Terminal Building, are in need of relocation to an area adjacent to 2000 Airport Road (old JAL building). Major project elements include: demolition of the existing electrical vault building, removal of an existing back-up generator and installation of new back-up generator, removal and relocation of the existing rotating beacon (and tower), installation of a new electrical vault and electrical equipment, extension of airfield electrical systems and Air Traffic Control Tower lighting control circuitry to the new electrical vault, perimeter fence modifications, and relocation of the solar connection from existing electrical vault to the new electrical vault building.

Staff recommends an extension of the agreement so that Airport will continue to receive needed support for the Airport's approved Terminal Area Redevelopment plan and allow for timely design of a project to relocate the electrical vault building, backup generator, and the rotating beacon at the Napa County Airport, a project which are a critical prerequisite for timely development of two on-site Fixed Base Operators.
