Director of Health and Human Services requests approval of and authorization for the Chair to sign the renewal of Agreement No. 160080B with On the Move, Inc. for a maximum of $332,963 for the term July 1, 2022 through June 30, 2023, with a provision for annual renewal to operate the Health and Human Services Agency Adult Recovery and Resource Center (ARRC) at its Napa County facility.

EXECUTIVE SUMMARY
The County has contracted with On the Move, Inc. to operate Health and Human Services Agency's Adult Recovery and Resource Center (ARRC) at its Napa County facility at 3281 Solano Avenue in the City of Napa. The ARRC offers services such as Life Skills Training including Coping Skills, Independent Living Skills, Money Management, Nutrition, Employment and Vocational Training leading to self-reliance and independence. The ARRC also provides referral, access and collaboration with appropriate behavioral health service providers, health services, counseling, and a Wellness and Recovery Support Group.

If this renewal is not approved, this provider will no longer be able to run the Adult Recovery and Resource Center and individuals with mental illnesses will not have these resources available to them. |

BACKGROUND AND DISCUSSION
The Mental Health Division of the Health and Human Services Agency (HHSA) developed the County’s Mental Health Services Act (MHSA) Community Services and Supports (CSS) Plan with stakeholder input through an extensive community planning process, which identified an Adult Recovery and Resource Center (ARRC) as a priority need for adults with serious mental illness as well as their families.
The AARC provides a range of bilingual and multicultural services for mental health consumers and family members including:
• One-on-one peer coaching that incorporates goal setting, connections to resources and weekly check-ins;
• Peer and family support groups facilitated by teams of providers and consumers working together;
• Wellness Education, including hands-on Mindfulness, Nutrition, Cooking, Gardening, Exercise, and a variety of Health workshops as well as Lesbian Gay Bisexual Transgender Queer support groups for adults and older adults;
• Leadership and volunteer opportunities that build on an individual’s strengths and interests; and
• Co-located Wellness and Recovery support services, including Mental and Physical Health, Substance Abuse, Elder Support and Self-Sufficiency focused programs; and
• Pandemic Support and Recovery Coordination.
