EXECUTIVE SUMMARY

Approval of the recommended agreement with Queen of the Valley Medical Center (QVMC) will redesignate QVMC as a Level III trauma center. Napa County residents and visitors rely on QVMC as the only State-designated Trauma Center within 35 miles of the Napa Valley. QVMC provides initial evaluation, stabilization, and lifesaving care for more than 30,000 patient visits each year.

Future fiscal impact:

This Agreement terminates on June 30, 2025.  Appropriations have been included in the requested Fiscal Year 2022-2023 budget and future fiscal years will be budgeted accordingly.

Consequences if not approved:

If this Agreement is not approved, Napa County would be without a designated trauma center, would not be able to provide critical care to trauma patients, and would not be in compliance with state regulations.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

The Health & Safety Code Section 1798.165 grants the Emergency Medical Services (EMS) Agency the authority to designate trauma facilities as part of its regional trauma care system plan. QVMC is a Level III Trauma Center and the only trauma hospital in Napa County. QVMC meets state and local trauma center criteria. They desire and are willing to accept designation by the local EMS Agency (LEMSA) as a Level III Trauma Center. QVMC is the only local option for the LEMSA to designate as a trauma center.

QVMC has been the designated trauma center in Napa County for many years. This agreement represents a renewal of their designation as a Level III Trauma Center. This agreement will also provide the EMS Agency with funding to offset some of the costs associated with trauma system planning, development, implementation, review, and the provision of ongoing clinical and operational oversight for the trauma care system.

QVMC is a local vendor.
