Director of Health and Human Services requests approval of and authorization for the Chair to sign Amendment No. 8 to Agreement No. 170436B with Jackson & Coker Locum Tenens, LLC. increasing the contract maximum to $900,000 for Fiscal Year 2021-2022, and each subsequent automatic renewal, to provide licensed psychiatric services for the Mental Health Programs of its Health and Human Services Agency for the provision of temporary or permanent psychiatrist placement.

EXECUTIVE SUMMARY
Napa County is obligated to maintain appropriate staffing levels to provide necessary psychiatric services to children and adults in accordance with the terms of its agreement with the State Department of Health Care Services. Jackson & Coker provides recruitment services for temporary and/or permanent placements of licensed psychiatrists (locum tenens) for the County's vacant staff psychiatrist positions, as needed.
Approval of this action will increase the contract maximum amount by $225,000 for a new maximum of $900,000 commencing in Fiscal Year 2021-2022, and each subsequent automatic renewal. The increase is a precautionary measure needed to ensure we are able to accommodate a need for multiple psychiatrists. Approval of this amendment would also raise the rate for locum services by $20 per hour.

Although this agreement terminates on June 30, 2022, it contains an automatic renewal provision. Appropriations have been included in the approved Fiscal Year 2021-2022 budget and future fiscal years will be budgeted accordingly. |

Consequences if not approved: |
If this amendment is not approved, Napa County Mental Health will not have the needed psychiatrists in the Mental Health Medication Clinic to meet the specialty mental health needs of our community and clients will not receive medication services timely due to long wait lists. |

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
Jackson & Coker employs professionally licensed staff who provide psychiatric medication services to clients of the Napa County Health and Human Services Agency's Mental Health programs. In addition, Jackson & Coker psychiatrists provide consultation to non-medical staff regarding medical issues involving specific clients, participate in interdisciplinary staff case conferences, and represent the medical discipline in administrative oversight activities mandated by Mental Health or Medi-Cal regulations, including Quality Assurance and Professional Practice reviews.
