EXECUTIVE SUMMARY

The Project consists of applying pavement seal coats to all or portions of the following County roads: Deer Park Road, Oak Knoll Avenue, Buhman Avenue, Old Sonoma Road, and Big Ranch Road. Seal coats are cost effective and help maintain roadways.

This bid package will consist of a base bid and bid alternates for additional roads, road segments and treatment types that may or may not be awarded. The cost and benefit of each alternate will be evaluated and a recommendation made to the board for which items to award after bid opening.

Measure T funds have not been allocated for this project yet. When the Director requests the Board of Supervisors to award the construction contract, the Director will also request budget transfers into Project 22022 for Deer Park Road, Project 22023 for Oak Knoll Avenue, Project 22024 for Buhman Avenue, Project 22025 for Old Sonoma Road, and Project 22038 for Big Ranch Road.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: Pursuant to Sections 15022(a)(1)(C) and 15300.4 of the State CEQA Guidelines, the Napa County Board of Supervisors have adopted implementation procedures, identifying specific projects that would be categorically exempt from established CEQA Guidelines. The proposed improvements would be considered Categorically Exempt from CEQA pursuant to Section 15301 Class 1-Existing Facilities, which includes the operation and repair of existing public or private structures or facilities involving negligible or no expansion of existing of former use, and is further exempt under Appendix B of the Napa County’s Local Procedures for implementing the California Quality Act.  

 

BACKGROUND AND DISCUSSION

In 2018 Napa County voters passed a half cent sales tax, known as Measure T, to finance the maintenance and repair of existing roads within the limits of Napa County. Experience demonstrates that it is essential to perform preventative maintenance to prolong the life span of a roadway at a lower cost, rather than reconstructing a road after it has failed at 10 to 30 times the cost of preventive maintenance. County’s Pavement Management Program has an inventory of the 420 miles of County maintained roads, the pavement condition index (PCI) of road segments, recommendations of the most cost effective pavement treatments for all the road segments, and budget scenarios.  In order to cost effectively increase the PCI for all Napa County Roads, Napa County will be performing a series of road resurfacing projects during the summer of 2022. 

The Pavement Management Program recommends applying pavement cape seals to all or portions of the following County roads in 2022: Oak Knoll Avenue, Old Sonoma Road, Buhman Avenue, and Big Ranch Road. A cape seal is a single chip seal with a microsurface cape over the chips that will provide a smoother surface for bicyclists. This project will consist of a base bid and bid alternates that may or may not be accepted based on the budget.  The base bids will consist of grinding and replacing three-inches of failed pavement at selected areas of the roads, crack sealing, and applying a seal coat over the entire road.  In limited areas of Old Sonoma, and Buhman where cracks have grown large, a paving fabric will be used for extra strength. 

Because of recent inflation, it is difficult to accurately estimate potential bid prices and thus the project includes several alternate bids. Since Old Sonoma Highway intersects Old Sonoma Road and is in relatively good condition, the work includes a seal. Since Congress Valley Road intersects Old Sonoma Road and is in poor condition, the work will include areas of six-inch deep pavement replacement in areas of severe rutting.  Due to the condition of Deer Park Road between Highway 29 and Silverado Trail, there will be two separate bid alternatives for overlays - one-and-a-half inch grind and replacement, and a two-and-a-half inch grind and replacement with a paving fabric.

The contractor will restripe all of the sealed and resurfaced roads with paint until the County places thermoplastic striping next year as a separate project.
