EXECUTIVE SUMMARY

On February 14, 2022, the County issued a request for qualifications (RFQ) for the provision of pest control applicator services for the County.  Services would primarily consist of on-call and as-needed services at any County controlled facility or property; however, regularly scheduled services could also be requested if needed.  The County received two proposals and staff evaluated and scored proposals based on company history, experience, and qualifications. The RFQ allowed for the award to multiple vendors based on the needs of the County.

Based on the outcome of the RFQ, staff is recommending that two contracts be awarded.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

Napa County Property Management is in need of on-call pest control service contractors in order to provide for a pest-free environment for employees and visitors to County Facilities. County staff issued an RFQ on February 14, 2022 which sought experienced and responsible contractors to perform pest control applicator services for a variety of County properties and facilities. The scope of work is specific to treatment of pests such as spiders, cockroaches, beetles, crickets, grasshoppers, ants, earwigs, sow bugs, silverfish, fleas, bedbugs, other biting insects, wasps, hornets, other stinging insects nesting in the interior or exterior, up to a maximum height of two stories, mice, rats and other rodents, and does not include pesticide treatment of landscaping for weed control. The contract scope also includes the requirement of Integrated Pest Management (IPM) strategies to protect water quality in local creeks and the Napa River and to minimize health hazards to people from pesticide exposure and the requirement to submit a statement of IPM practices and provide information on certification by an independent, third-party program such as Eco Wise, Green Shield or Green Pro. Contractors must maintain a State of California Qualified Pest Control Applicator license and complete annual registration with the Napa County Agricultural Commissioner's Office.

The RFQ allowed for the County to enter into multiple contracts which will provide Property Management with the flexibility to engage contractors on an as-needed basis for on-call services or regular treatments depending on availability and County needs. Based on the outcome the RFQ, staff is recommending approval of contracts with Hunters Services, Inc. and Pestmaster Services, LP. with maximum amounts each of $15,000 per fiscal year, for the term beginning July 1, 2022 and expiring June 30, 2025 with the option to extend for two additional one-year terms.  Per the County's purchasing policy, service contracts exceeding three years in length must be approved by the Board of Supervisors.
