EXECUTIVE SUMMARY

The purpose of today’s requested action is to approve an amendment to revise the specific terms and conditions to allow an Automatic Renewal of the Agreement for two additional fiscal years; the final renewal period concludes on June 30, 2024. Automatic Renewal of the Agreement would ensure that youth enrolled in the Independent Living Program (ILP) would be able to access a trained peer partner through the FURS mobile response team beyond the original Agreement’s termination date of June 30, 2022.

Discretionary Justification:

There is no mandate to contract for these services, however, FURS allows CWS to provide current and former foster youth and their caregivers with immediate, trauma-informed support to improve and promote stability for youth in foster care, including youth in extended foster care.

Future fiscal impact:

This agreement contains a provision for automatic annual renewal.  Appropriations have been included in the 2021-2022 budget and future fiscal years will be budgeted accordingly.

Consequences if not approved:

If this contract is not approved, Napa County CWS division will be unable to provide current and former foster youth and their caregivers with immediate, trauma-informed support when they need it.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California
Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

On The Move, Inc. provides a youth advocate as a peer partner as part of the Family Urgent Response System (FURS) in Napa County. The youth advocate is available to respond to FURS calls, as appropriate and directed by the Department. The youth advocate is available to have direct conversations with a youth and/or onsite support to deescalate any unsafe situation and support the youth in connecting to the appropriate resources. This service is available 24 hours a day. In addition, the youth advocate conducts outreach and resource navigation and participates in child and family team meetings, county work groups, policy and procedure development, and life conferences.

The Agreement maximum is $40,000 for the term December 14, 2021, through June 30, 2022. However, this Amendment would allow for the automatic renewal of the Agreement for an additional two fiscal years, through June 30, 2024, in order to make sure this resource is available beyond the original June 30, 2022 termination date. There is no change to the contract maximum or the scope of work.
