RECOMMENDATION

Director of Library Services and Community Outreach requests approval of and authorization for the Chair to:
1. Terminate current Agreement No. 210000B with Califa Group, Inc. as of May 31, 2022; and
2. Approval of and authorization for the Chair to sign Agreement No. 220328B with Columbia Telecommunications Corporation for a contract maximum of $200,000 to provide Internet service of up to 1gbps (1 gigabit per second) to all library locations.

EXECUTIVE SUMMARY
Napa County Library entered into an agreement on May 5, 2020 with Califa Group to obtain one or more data circuits to connect Library to the CENIC high speed broadband fiber network, CalREN.
The California State Library has since appointed Columbia Telecommunications Corporation d/b/a CTC Technology and Energy (“CTC”), to assume the rights and responsibilities and perform the functions of the Statewide Broadband Aggregator on behalf of the California State Library.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
Napa County Library entered into Agreement No. 210000B with Califa Group on May 5, 2020 to obtain one or more data circuits to connect library locations to the CENIC high speed broadband fiber network, CalREN. On March 3, 2022 California State Library announced that they had appointed Columbia Telecommunications Corporation d/b/a CTC Technology and Energy (“CTC”), to assume the rights and responsibilities and perform the functions of the Statewide Broadband Aggregator on behalf of the California State Library as defined by the terms of the California Broadband Services Project program and that, upon said appointment, Califa will cease to perform those functions.
Today's requested action will terminate Agreement No. 210000B with Califa Group to be replaced by Agreement No. 220328B with Columbia Telecommunications Corporation (CTC) for a contract maximum of $200,000.
