EXECUTIVE SUMMARY

The Replacement Jail Project has been moving through the various State of California agency approvals required by the $22.8 Million State funding.  State Fire Marshall approval is expected within the next month and the ground lease approval is in process and is anticipated to be completed prior to getting out to bid in July.  As part of our “request for approval to go out for construction bids” the State has requested that the County confirm by resolutions the County’s cash match for the SB 844 and 863 funding.  This agenda item including the resolutions provides that confirmation.

BACKGROUND AND DISCUSSION

Since obtaining State of California SB 863 and SB 844 funding for the Replacement Jail staff has worked with the County Architects to design the project and obtain the various required State funding approvals in order to let the project out for construction bids.  State Fire Marshall approval is expected within the next month and ground lease approval from the State Department of Finance is in process and is anticipated to be completed prior to getting out to bid.  As part of our “request for approval to go out for construction bids” the State has requested that the County confirm by resolutions the County’s cash match for the SB 844 and SB 863 funding.  Two resolutions providing for this confirmation are attached to this agenda item for approval.

The Board established a $128 Million budget for the project.  $118 Million is the cost of the Replacement Jail improvements within the SB 844 and SB 863 established project boundaries and therefore the State participating costs and is reflected in the attached resolutions.  The cost numbers presented here are estimates and will be adjusted appropriately when bids are opened and firm construction costs are known.  Staff recommends approval of the resolutions in order to move the project forward to the construction bid phase.
