District Engineer requests the following actions regarding the Wastewater Pond No. 2 Slide Repair Project:
1. Approval of a Budget Transfer to increase appropriations by $127,941 (5240, 5240500, Program 22017) with offsetting intrafund transfers-in from the Napa Berryessa Resort Improvement District's Operations Fund Balance (52440, 5240000) (4/5 Vote Required); and
2. Approval of and authorization for the Chair to sign agreement 220325B with Geocon Consultants, Inc. for a maximum of $127,941 for the term May 3, 2022 to one year after completion of scope of services.

EXECUTIVE SUMMARY
The storage capacity of Wastewater Pond No. 2 was impaired in late 2020 when a cut slope failed on the eastern pond bank. Several hundred cubic yards of soil slumped underneath an HPDE liner creating a bulge within the treated effluent storage pond and caused the collapse of evaporation system piping along the perimeter. A geotechnical engineer is needed to support the District in remedial steps to restore the facility to its original state and stabilize slopes averting future landslide damage. A Request for Qualifications / Proposals (RFQ/RFP) solicitation was e-mailed to qualified engineering firms on January 28, 2022. Five (5) engineering consultants submitted proposals before the March 4, 2022 deadline. Two Proponents were shortlisted for project interviews. Geocon Consultants, Inc. ranked highest amongst the group for selection. Staff recommends approval of a Professional Services Agreement effective May 3, 2022 and expiring one year following completing the scope of services.
