EXECUTIVE SUMMARY

The purpose of today’s requested action is to approve an amendment to replace Exhibit B-1 (Compensation) with Exhibit B-2 to revise specific line items of the budget to address a higher need for make-up sessions and additional training. Exhibit B-2 will also include language allowing the Director of Health and Human Services to modify the maximum amount of an individual budget line item as long as the dollar amount of any individual budget line item is not reduced to less than 10% of its original amount, and the grand total dollar amount for all budget items remains unchanged.

There is no mandate to contract for these services; however, Resource Families are required to receive a certain level of training.

This Agreement contains a provision for automatic annual renewal. Appropriations have been included in the 2021-2022 budget and future fiscal years will be budgeted accordingly.

Consequences if not approved:

Local Resource Families will be unable to receive the support and training needed to complete their RFA pre-approval training.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

Wayfinder Family Services has become the largest private provider of adoptions from foster care in California, specializing in permanency-focused foster care and kinship care.  They have been actively engaged in Continuum of Care workgroups for California Department of Social Services (CDSS) and multiple counties as they have made the transition within their foster care and adoption programs to align with the implementation of Resource Family Approval (RFA).  Leadership within these workgroups led to a Wayfinder contract with CDSS to provide RFA training for county social workers. Wayfinder has incorporated a trauma-informed and permanency lens throughout their RFA pre-approval training, as well as customizing additional training specifically for the growing number of relatives raising relatives within the foster care system.

This amendment includes language allowing the Director of Health and Human Services to approve a budget modification to the maximum amount of individual budget items as long as the dollar amount of any individual budget item is not reduced to less than 10% of its original amount, and the total dollar amount for all budget items remains unchanged. 

Furthermore, this amendment will enable Wayfinder to provide more make-up sessions of the Resource Family Pre-Approval trainings and additional training for participants who have missed a class.
