EXECUTIVE SUMMARY

Fire protection services in the Yountville area are provided through a three-way cost share between the County, the Veterans Home and the Town of Yountville.  This Agreement provides for the Veterans Home’s share of costs associated with the staffing and operating the Yountville Fire Station.

The maximum for the 2022-2023 Veterans Affairs Agreement is $965,189, which will support operations/maintenance and $18,833 will support engine replacement.  The Agreement is written as a contract maximum; however, the Veterans Affairs will be billed based on actual services provided.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

The Napa County Fire Department consists of California Department of Forestry and Fire Protections (CAL FIRE), which contracts with the County for fire protection services, and nine volunteer fire departments that operate under a County Fire Plan and are supported by the County.  The California Veterans Home and the Town of Yountville contract with the County to provide fire protection services to each jurisdiction.

Prior to 1995, both the Town of Yountville and the Veterans Home contracted directly with the California Department of Forestry and Fire Protection.  In 1995, the County entered into agreements with the Yountville and the Veterans Home to share the costs of building and staffing a new fire station.  The Veterans Home provided the land, and the County and the Town of Yountville paid for construction.  The Fire Station has been operational since April 1999.

This Agreement provides for the Veterans Home’s share of costs associated with staffing and operation of the Yountville Fire Station.  The Yountville station currently houses 12 fulltime fire control personnel; 1 Fire Captain, and 11 Fire Apparatus Engineers.  Staffing provides a minimum of two paid personnel to operate both Engine 12 and Truck 12, for a minimum of 4 personnel each day.
