Director of Library Services and Community Outreach requests approval of and authorization for the Chair to sign Agreement No. 230006B with the Napa Valley Unified School District (NVUSD) for an annual contract maximum of $6,000 for the term July 1, 2022 through June 30, 2027 to teach English as a Second Language (ESL) classes at the Napa County Library.

EXECUTIVE SUMMARY
The Napa County Library and the Napa Valley Unified School District (NVUSD) have agreed to share the cost of English as a Second Language (ESL) classes and workshops to take place at the Napa Main Library for 34 non-consecutive weeks throughout the school year.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
NVUSD has partnered with the Napa Main Library to offer ESL classes to the community since 2010. Napa Valley Adult Education has a history of conducting ESL classes, and has the staff and materials to create a positive and productive programs for the community
ESL classes will focus on writing and reading skills needed to participate in work, family life, and the community. ESL workshops will cover basic computer functions to more complex tasks such as using a web browser, email and zoom. The series will conclude with an introduction to online curriculum and learning management systems.
The library’s portion will be funded by the CLLS ESL Grant. The CLLS ESL Grant funding allows libraries to provide free adult and family literacy services for English language learners.
Today’s requested action will approve a professional services agreement with NVUSD with a term from July 1, 2022 through June 30, 2027, the annual cost for these services is $6,000 with a total contract maximum of $30,000.
