EXECUTIVE SUMMARY

The purpose of today’s requested action is to approve an amendment to increase the contract maximum in order to make use of an augmentation to the Community Based Child Abuse Prevention (CBCAP) allocation.
Approval of today’s requested action will:
1. Increase the amount by $2,474 for a new contract maximum of $196,597, and each automatic renewal thereof;
2. Modify Specific Term and Condition 3.1(l) to change the amount of Federal Funding under this Agreement because the contractor is a subrecipient or pass-through entity;
3. Replace Exhibit B-1 (Compensation) with Exhibit B-2 to incorporate a new budget for Fiscal Year 2021-2022 and each automatic renewal thereof.

Discretionary Justification:

There is no mandate to contract for these services, however, this agreement will allow Cope Family Center to continue to provide existing services that Child Welfare Services is currently unable to provide and to fully expend the increased allocation for child abuse prevention services.

No

Future fiscal impact:

Agreement contains a provision for automatic annual renewal. Appropriations have been included in the 2021-2022 budget and future fiscal years will be budgeted accordingly.

Consequences if not approved:

If this contract is not approved, Cope Family Center will not be able to provide a higher level of service to reflect the increased allocation amount for CBCAP, as this amendment provides for additional personnel and operating expenses under the CBCAP program.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

Cope Family Center's mission is to help keep children safe from abuse and neglect and serve families experiencing a variety of difficulties. Under the current agreement, Cope provides parenting classes for parents of infants and toddlers, home visitor services, and emergency assistance/childcare services for families receiving family reunification services from the County.

The contract is being amended to reflect the increased Community Based Child Abuse Prevention (CBCAP) allocation, which allows the contractor to provide increased services.  There is an additional $2,474 added to the contract maximum to reflect this increased allocation.  Also, the amount of federal funding and Catalog of Federal Domestic Assistance (CFDA) numbers have also been updated.

Cope Family Center is a local vendor.
