Director of Public Works requests the following actions regarding the Angwin Area Paving project (4/5 vote required):

1.                     Creation of a new Capital Improvement Project (CIP) within the Roads Capital Improvement Program (Fund 2040, Org 2040500) for the Angwin Area Paving Project, RDS 22-25 (Org 2040500, Project 22036); and

2.                     Approval of Budget Transfers for the following:

a.                     Increase appropriations by $150,000 in the Measure T Non-Operating Special Revenue Fund (Fund 2440, Org 1220053) to transfer to Angwin Area Paving Project budget (Fund 2040, Org 2040500, Project 22036) offset by use of its available fund balance; and

b.                     Increase appropriations by $150,000 in Roads CIP Project 22036 budget offset by transfer from Measure T Non-Operating Special Revenue Fund.

EXECUTIVE SUMMARY

The County roads in the Angwin area from Silverado Trail to Pope Valley, have deteriorated over the years due to aging and asphalt failures. The Angwin Area Paving Project will repair and resurface the highest priority roads based on available budget and maximizing community benefit. $4,698,000 of Measure-T funding towards road repairs in the Angwin area is allocated in the 5 year Roads Measure T Funding plan.

Approval of this item will give Public Works the appropriation for reviews to identify the specific roads that will be targeted as well as preliminary design and engineering.

Funding is needed to start preliminary review and design and engineering of roads in Angwin area.

Construction is expected to be completed in Fall 2023 with general road maintenance in future years.

Consequences if not approved:

Roadway conditions will continue to deteriorate resulting in increased risk to the traveling public, along with increase road maintenance costs.

Improve and maintain the existing transportation and road system to safely accommodate all users.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California
Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

The County roads in the Angwin area from Silverado Trail to Pope Valley have deteriorated over the years due to aging and asphalt failures. The Angwin Area Paving Project will repair and resurface the highest priority roads based on available budget and maximizing community benefit. The Board has approved the 5 year Measure T plan, which includes $4,698,000 of Measure-T funding towards road repairs in the Angwin area. Approval of this item will give Public Works the appropriation to perform a review of which roads to focus on as well as to start the design and engineering of the project.

As part of the preliminary review staff will perform an assessment of all County roads within the Angwin Area and develop a priority list based on the County Pavement Management Program recommendations as well as field observations. The assessment will provide the foundation for the project basis of design and determine the project scope of roads that will be repaired.

At a later date Public Works will return to the Board with a summary of the assessment and provide an updated project scope and request authorization to advertise the project for bid. Project construction is anticipated in 2023.
