Sheriff requests the following actions regarding the State of California Department of Parks and Recreation, Off-Highway Motor Vehicle Recreation Division Grant Funding:
1. Adoption of a Resolution to receive grant funding in an amount of up to $80,744 for the period of January 1, 2023 through December 31, 2023; and
2. Appoint the Sheriff as agent to conduct all negotiations, execute and submit all documents including, but not limited to, applications, agreements, amendments and payment requests which may be necessary for completion of the project, subject to approval of County Counsel.

EXECUTIVE SUMMARY
On March 4, 2022, Sheriff’s Office applied for $80,744 in grant funding from the State of California, Department of Parks and Recreation, Off-Highway Motor Vehicle Recreation Division to offset the cost of law enforcement patrols by Sheriff’s Office Off-Highway Vehicle Team in isolated areas of the county during the period January 1, 2023 through December 31, 2023.
Approval of today’s actions will adopt a resolution to receive the grant award and authorize Sheriff or designee to sign the project agreement and related documents. The project is to provide Off-Highway Vehicle (OHV) related law enforcement activities within the jurisdiction of the Napa County Sheriff’s Office.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
Sheriff’s Office Off-Highway Motor Vehicle (OHV) Team provides law enforcement services to public and protected lands in Napa County, including Knoxville. These areas are commonly used by off-road vehicles, campers and trespassers. Such areas are inaccessible to conventional patrol vehicles and can present natural obstacles that can delay emergency response times. The OHV Team uses off-road motorcycles and utility task vehicles to respond to calls for service in these areas.
On March 4, 2022 Sheriff’s Office submitted a preliminary grant application in the amount of $80,744 for period January 1, 2023 through December 31, 2023 to the State of California, Department of Parks and Recreation, Off-Highway Motor Vehicle Recreation Division. This grant is applied for annually and is used to offset the cost of the OHV Team law enforcement patrols in isolated areas with the County. A public review and comment period took place between March 8, 2022 and May 2, 2022, with a final application due June 6, 2022, and final awards being announced September 1, 2022. Of the $80,744 applied for, Sheriff’s Office is typically awarded approximately $20,000 per year.
This grant has a 25% match, which is offset by approximately $14,000 in off-highway vehicle license fees received annually. Matching funds will be used to purchase personal protective equipment for OHV Team members, such as gloves, radio equipped helmets and riding boots. In addition, matching funds will be used to send new OHV Team members to the California Peace Officer Standards and Training mandated 80-hour Dual Sport Motorcycle School.
