EXECUTIVE SUMMARY
There are currently three vacancies on the Napa County Dangerous Animal Hearing Panel due to expiring terms. The County Executive Office advertised the vacancies and received one reappointment request from Debbie Peecook.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.


BACKGROUND AND DISCUSSION
The Board of Supervisors adopted Resolution No. 01-159 on December 18, 2001 creating the Napa County Dangerous Animal Hearing Panel (Panel). The functions of the Panel are to:

? Consider and review cases in which an animal is alleged to be "dangerous" under the Napa County Code Section 6.16.020 and/or any other applicable code, ordinance or statute that may relate to allegedly dangerous animals, and
? Determine whether or not the animal is dangerous and/or a public nuisance and what actions, if any, should be taken to protect the public including control, confinement, destruction or restriction of the animal.

The Panel consists of three voting members (regular) and two alternate members who are designated as the first and second alternate.
