EXECUTIVE SUMMARY

California Elections Code section 10400 allows municipal and district governing board and measure elections to be consolidated with a statewide election with the permission of the Board of Supervisors.  The City of St. Helena has adopted resolutions calling for two municipal measure elections to be consolidated with and placed on the ballot for June 7, 2022, statewide election.  The City of American Canyon has adopted a resolution calling for one municipal measure election to be consolidated with and placed on the ballot for the June 7, 2022, statewide election.  Both cities have agreed to reimburse the County for the costs of conducting the election.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: General Rule. It can be seen with certainty that there is no possibility the proposed action may have a significant effect on the environment and therefore CEQA is not applicable. [See Guidelines For the Implementation of the California Environmental Quality Act, 14 CCR 15061(b)(3)].

 

BACKGROUND AND DISCUSSION

California Elections Code section 10400 allows municipal measure elections to be consolidated with statewide elections with the permission of the Board of Supervisors.  The City of St. Helena has adopted resolutions calling municipal elections for city residents to vote on changing the position of mayor to an appointed position and on a bond for water service protection.  The City of American Canyon has adopted a resolution calling a municipal election in order to submit a measure to the voters relating to term limits for the offices of Mayor and Councilmember.  All resolutions included a request that the Board of Supervisors consolidate the respective measure elections with the June 7, 2022, statewide election.  Both cities have agreed to reimburse the County for the costs of services in conducting the election.

The City of St. Helena’s municipal measure, which is designated as Measure G, will submit the following question to the voters of the City:

“Starting November 8, 2022, shall the position of a directly elected mayor be eliminated, so that the St. Helena City Council is composed of five members who will select a member be mayor?”

The City of St. Helena’s municipal bond measure, which is designated as Measure H, will submit the following question to the voters of the City:

“St. Helena Water Service Protection. To protect local water quality/supply, improve drought resilience by: repairing/replacing St. Helena’s 1940s-era drinking water system, including pipes, aging/deteriorating drinking water, stormwater and sewage infrastructure; keeping sewage, pollution, trash, chemicals from local rivers, creeks and streams; protecting safe, sustainable, local water sources; shall City of St. Helena’s measure authorizing $19,150,000 in bonds, levying approximately $14.82 per $100,000 of assessed value, raising about $1.2 million annually while bonds are outstanding, requiring citizen oversight, be adopted?”

The City of American Canyon’s municipal measure, which is designated as Measure I, will submit the following questions to the voters of the City:

“(1) Shall an ordinance be adopted by the City of American Canyon to limit years of service by the Mayor to a combined total of three (3) four-year terms?

“(2) Shall an ordinance be adopted by the City of American Canyon to limit years of service by a Councilmember to a combined total three (3) four-year terms?”

Staff recommends that the Board adopt the resolution consolidating the municipal measure elections for the City of St. Helena and City of American Canyon with the June 7, 2022, statewide election, and authorizing the County Elections Official to provide election-related services, subject to reimbursement by the two cities.
