EXECUTIVE SUMMARY

The authorization of this agreement with Code Three provides for preventative and annual maintenance to fire extinguishers used by the Napa County Fire Department personnel.  This equipment is used by personnel in the field and part of the standard complement to our fleet and comply with the National Fire Protection Association (NFPA).

These inspections are completed annually.  County Fire will continue to budget for the preventive maintenance of devices.

Consequences if not approved:

Not approving this contract would hamper the fire department efforts in the annual inspection of County owned fire extinguishers.  Eventually making these items susceptible to outdate maintenance and unusable devices which would put us out of compliance with state guidelines within the NFPA.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Coe of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

Code Three Fire and Safety provides testing, maintenance, and parts for all fire extinguishers.  This service provides parts and labor necessary to restore extinguishers to original specifications, annual preventive maintenance, and inspections including quality assurance documentation and sticker certification.   Preventative maintenance for the extinguishers is critically important as they are a component in providing public service.

To follow the NFPA 10 guidelines, Chapter 7, Section 7.1.2.1: Inspection, Maintenance, and Recharging outlines that persons performing maintenance and recharging of extinguishers shall be certified ; as well as Section 7.3.2.1 Annual External Examination of All Extinguishers states an annual external visual examination of all fire extinguishers shall be made to detect obvious physical damage, corrosion, or nozzle blockage to verify that the operating instructions are present, legible, and facing forward, and that the HMIS information is present and legible, and to determine if a 6 year interval examination or hydrostatic test is due.  By utilizing Code Three Fire and Safety, staff is complying with these guidelines.

Staff is requesting a service agreement for the term July 1, 2021, through June 30, 2022, with a two-year rollover.  The effective date reflects dates of services provided prior to the agreement being put in place.  Administrative delays have caused the agreement to be brought to the Board late.
