EXECUTIVE SUMMARY
Channel restoration projects have been constructed on the Napa River in the Rutherford and OVOK reaches. In the Rutherford reach, ESA began to develop a LOMR based on the 2008 Conditional Letter of Map Revision (CLOMR) and as-built survey data for the constructed project. In the OVOK reach, ESA submitted certified individual No-Rise studies for the restoration sites in each of the construction groups (A-D). ESA proposes to combine these reaches into a single LOMR extending from Zinfandel Lane to Oak Knoll Avenue which will be submitted to the County floodplain manager and the Federal Emergency Management Agency (FEMA).
