County Executive Officer requests the following actions regarding applicants for the Napa County Mental Health Board:

1. Approval of waiver pursuant to Article IV, section 3, of the bylaws and reappointment of Kristine M. Haataja representing Consumer to serve a third consecutive term; and

2. Reappointments of Neil J. D'Silva representing Interested and Concerned Citizen, Robert Palmer representing Interested and Concerned Citizen new three-year terms.

EXECUTIVE SUMMARY
There are currently four openings on the Napa County Mental Health Board (MHB) due to expiring terms and vacancies. The County Executive Office advertised the openings and received three reappointment requests from Neil J. D'Silva, Robert Palmer, and Kristine M. Haataja.

According to the bylaws, terms for each member of the Mental Health Board shall be three years. Members shall be limited to two consecutive three-year terms unless waived by a majority vote of the Board of Supervisors. Kristine M. Haataja has served two terms on the Mental Health Board and is seeking reappointment to serve a third term if approved by the Board.

Staff requests the reappointment of Neil J. D'Silva representing Interested and Concerned Citizen, Robert Palmer representing Interested and Concerned Citizen, and a waiver for Kristine M. Haataja representing Consumer for an additional term to the Napa County Mental Health Board.
