EXECUTIVE SUMMARY

On September 1, 2020, the Board of Supervisors approved Agreement No. 210089B with American Sanitation, Inc. to provide portable toilets and cleaning service to the Napa County Training Grounds, volunteer fire stations, and for the County Chipping Program.

Approval of Amendment No. 1 will increase the annual contract maximum by $5,000 for a new annual contract maximum of $10,500 to cover needed routine portable toilets and cleaning service at the Calistoga Fairgrounds for weekly Covid testing events and non-routine on-call/emergency portable toilets and cleaning service throughout County owned and operated properties.

Additional contract funds are needed for routine services at the Calistoga Fairgrounds and non-routine services at County owned and operated properties.

The County Fire Department, Calistoga Fairgrounds, and Property Management will continue to budget for portable toilet services in future years.

Consequences if not approved:

If the amendment is not approved, the County would not have the ability to provide on-going portable toilet services to the Calistoga Fairgrounds and other County owned and operated properties.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

For many years, American Sanitation, Inc. has provided on-site portable toilet services for the Fire Department and other departments County-wide.  They have been able to accommodate County Fire with immediate needs or units with same day service if needed.  The vendor provides restroom facilities to areas challenged with providing public restrooms. 

On September 1, 2020, the Board of Supervisors approved Agreement No. 210089B with American Sanitation, Inc. to provide portable toilet services at Napa County Training Grounds, volunteer fire stations, and for the County Chipping Program for a maximum of $5,500 for the term July 1, 2020 through June 30, 2021, with a provision to automatically renew for an two additional years through June 30, 2023.

Approval of Amendment No. 1 to Agreement No. 210089B increases the annual maximum compensation by $5,000 to accommodate additional County owned and operated properties that require portable toilet and cleaning services. Approval of this Amendment No. 1 by the Board of Supervisors is necessary because the Agreement was originally executed by the Board in 2020.
