EXECUTIVE SUMMARY
On March 17, 2020, the Board of Directors of the NCGSA adopted bylaws to govern the NCGSA's operations. The proposed resolution would amend the bylaws to change the meeting dates such that the meetings of the NCGSA coincide with the meetings of the Napa County Board of Supervisors.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

BACKGROUND AND DISCUSSION
The format of the Napa County Groundwater Sustainability Agency Board of Directors' meetings has changed over the past few years to facilitate a more efficient process for the Board of Directors. Because the Board of Supervisors sits as the full Board of Directors, regular meetings of the Board of Directors have been held on the same days as Board of Supervisors meetings for some time.
