Director of Public Works requests approval of and authorization for the Chair to sign Amendment No. 1 to Agreement No. 200288B with Shah Kawasaki Architects, increasing the maximum amount by $16,557 for a new maximum of $232,523 for extended construction support services for the Carneros Fire Station Project 210, PW 20-27.

EXECUTIVE SUMMARY
On March 24, 2020 the Board of Supervisors awarded a not to exceed professional services agreement (PSA) to Shaw Kawasaki Architects for $215,966 for the specialized design, bidding, and construction support services (architectural, civil, structural, electrical, and mechanical) for the Carneros Fire Station project. Today’s requested action will increases the compensation of the PSA by $16,557 to account for additional design services related to a modification in the project scope along with additional construction assistance services related to potential extended construction time for project related to material and equipment availability.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: ENVIRONMENTAL DETERMINATION: It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act. The project will not impact an environmental resource of hazardous or critical concern, has no cumulative impact, there is no reasonable possibility that the activity may have a significant effect on the environment due to unusual circumstances, will not result in damage to scenic resources, is not located on a list of hazardous waste sites, cause substantial adverse change in the significance of a historical resource or extract groundwater in excess of the Phase 1 groundwater extraction standards as set by the Department of Public Works. [See Class 3 (“New Construction or Conversion of Small Structures”) which may be found in the guidelines for the implementation of the California Environmental Quality Act at 14 CCR §15303; see also Napa County’s Local Procedures for Implementing the California Environmental Quality Act, Appendix B.];[See Class 4 (“Minor Alterations to Land”) which may be found in the guidelines for the implementation of the California Environmental Quality Act at 14 CCR §15304; see also Napa County’s Local Procedures for Implementing the California Environmental Quality Act, Appendix B.] This project site is not on any of the lists of hazardous waste sites enumerated under Government Code section 65962.5.
BACKGROUND AND DISCUSSION
The Carneros Fire Station 210 project will include construction of a new two bay volunteer fire station and associated site improvements. The Carneros Fire Station will be constructed on a recently acquired Assessor Parcel Number: 047-110-029-000 from the Carneros Resort as part of Napa County Agreement No. 8595. Construction commenced in August of 2021 and is expected to conclude in the summer of 2022.
Today, Public Works staff is proposing approval of Amendment No. 1 to the Shah Kawasaki Architects Professional Service Agreement (PSA) in a total amount of $16,557 for extended construction support services. The extended construction support is necessary due to the difficulties associated with available material and equipment with respect to additional submittal review to verify compliance with specifications along with extending lead time (35 weeks) on procurement of the Metal Building related to the supply chain disruptions associated with the pandemic. The amendment also includes a minor landscape design revision as agreed upon with the Fire Department to better suit the utility constrained site and drought tolerant area as well as potential design revisions related to available material and equipment.
The increase in the PSA does not increase the overall project budget. The proposed amendment will bring the maximum amount of the PSA with Shaw Kawasaki Architects to $232,523.
