EXECUTIVE SUMMARY

The California Children's Services (CCS) and the Child Health and Disability Prevention (CHDP) programs are administered by the Children's Medical Services (CMS) Branch of the California Department of Health Care Services (DHCS). CMS requires counties to submit certifications signed by the local governing body chairperson for each program.
Staff received these certification documents from the State in October 2021.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

The CCS program provides diagnostic and treatment services, medical case management and physical and occupational therapy services to children under age 21 with CCS-eligible medical conditions. The CCS program is administered as a partnership between county health departments and the Department of Health Care Services. Currently, approximately 70 percent of CCS-eligible children are also Medi-Cal eligible. The Medi-Cal Program reimburses their care.
The CHDP program provides complete health assessments for the early detection and prevention of diseases and disabilities for low-income children and youth. The CHDP program oversees the screening and follow-up components of the federally mandated Early and Periodic Screening, Diagnosis, and Treatment (EPSDT) program for Medi-Cal eligible children and youth.
Approval of these certifications will allow Napa County Public Health to administer these programs and draw down funding for the programs and staff.
