EXECUTIVE SUMMARY

FURS includes a statewide hotline as well as local mobile response teams to provide immediate trauma-informed support to current and former foster youth and their caregivers.  County child welfare, probation, and behavioral health agencies are required to jointly-develop county-based, mobile response systems in all 58 counties.  Approval of this agreement will allow On The Move to hire and train a Youth Advocate as a peer partner as part of the FURS in Napa County.  The Youth Advocate will be available to respond to FURS calls from the Independent Living Program. In addition, the Youth Advocate will conduct outreach and resource navigation and participate in child and family team meetings, county work groups, policy and procedure development, and life conferences.

This Agreement has a maximum of $40,000 for the term December 14, 2021 through June 30, 2022. On The Move, Inc. is a local vendor.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

The Family Urgent Response System (FURS) includes a statewide hotline as well as local mobile response teams to provide immediate trauma-informed support to current and former foster youth and their caregivers.  The FURS builds upon the Continuum of Care Reform and the state’s recent System of Care development.   CDSS contracted with Sacramento Children’s Home for the operation of the statewide hotline, Cal-FURS.  Cal-FURS is staffed by professionals and paraprofessionals including mental health clinicians and youth and parent peer partners.
For FURS-eligible callers, hotline staff will make a referral to a county-based mobile response system for an in-person response when needed and desired through a warm handoff.  These multidisciplinary teams may be composed of people such as licensed clinicians, public health nurses, and peer partners, all of whom will have received specialized training in trauma and the foster care system.
Approval of this Agreement will allow On The Move, Inc. to hire and train a Youth Advocate as a peer partner as part of the Family Urgent Response System in Napa County.  The Youth Advocate will be available to respond to FURS calls, as appropriate and directed by the Department. The Youth Advocate will be available to have direct conversations with a youth and/or onsite support to deescalate any unsafe situation and support the youth in connecting to the appropriate resources. This service will be available 24 hours a day as needed. In addition, the Youth Advocate will conduct outreach and resource navigation and participate in child and family team meetings, county work groups, policy and procedure development, and life conferences.
The Agreement maximum is $40,000 for the term December 14, 2021 through June 30, 2022.
