EXECUTIVE SUMMARY

The County has been awarded an $800,000 grant from California State Water Resources Control Board to fund implementation of Group D, Phase II of the Napa River Restoration Oakville to Oak Knoll (OVOK) project as well as environmental monitoring along the Napa River. This agreement will allow Napa County Resource Conservation District to provide the monitoring services described in the grant agreement scope of work.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The OVOK Project is the subject of a Mitigated Negative Declaration (SCH No. 2014012057), which was adopted by the Napa County Public Works Director on April 11, 2014. According to the Mitigated Negative Declaration, the proposed project would have, if mitigation measures are not included, potentially significant environmental impacts in the following areas: Aesthetics, Biological Resources, Transportation/Traffic, Cultural Resources, and Air Quality. This project site is not on any of the lists of hazardous waste sites enumerated under Government code section 65962.5.

 

BACKGROUND AND DISCUSSION

Per the Napa River Sediment Total Maximum Daily Load (TMDL) Monitoring Program Quality Assurance Project Plan (QAPP) approved by the San Francisco Bay RWQCB in 2012, Napa Resource Conservation District staff will conduct bulk sediment sampling at 10 sites within the OVOK reach to provide a baseline dataset for long-term monitoring of fine sediment concentrations in the streambed. This sampling will be conducted using standard protocols so that it can be easily integrated into future monitoring efforts throughout the larger Napa River watershed. Bulk sediment sampling provides a direct measurement of particle-size distributions within the river’s substrate and will therefore be useful in gauging achievement of the project’s sediment reduction goals.
