EXECUTIVE SUMMARY

REACH Air Medical Services (REACH) currently resides at the Napa County Airport to provide emergency air ambulance services within Napa County when requested by a designated dispatch center. REACH transported a total of 30 patients in 2020 from the pre-hospital setting, accounting for 100% of air ambulance transports occurring in the 9-1-1 system in Napa County.
Today’s requested action will approve the renewal of a Revenue Agreement with REACH, for a maximum of $22,500 for the term July 1, 2021 through June 30, 2024. This fee covers the EMS Aircraft Classification fee of $7,500 per year.

Discretionary Justification:

The requested action is discretionary in that there is no mandate to have this specific agreement. However, this Renewal Agreement will continue to provide response and transport of critical trauma patients by REACH to the residents and visitors to Napa County.

Future fiscal impact:

This Agreement terminates on June 30, 2024.  Appropriations have been included in the approved Fiscal Year 2021-2022 budget and future fiscal years will be budgeted accordingly.

Consequences if not approved:

Current EMS policy requires air ambulance services to have a written agreement with EMS. REACH is located in Napa County.  This will require the Napa County EMS to authorize their service.  The availability of this service locally will improve access to lifesaving care that was previously only provided based on regional availability.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

REACH provides emergency air ambulance services throughout Northern California.  Napa County Emergency Medical Services Agency (EMS) Policy #4006 requires the EMS Agency to authorize EMS aircraft operations within Napa County and to have written agreements in place between EMS and the EMS aircraft provider.
REACH is currently deployed out of the Napa County Airport.  The service was previously provided regionally by airships located in Santa Rosa, Lakeport, and Concord.  The Concord airship was relocated to Napa County in 2018.  The response and transport of critical trauma patients by REACH is a critical service provided to the residents and visitors to Napa County. 
Approval of this Renewal Agreement with REACH will enable it to continue providing their services regionally to many counties in the North and East Bay.
