ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
2020 was another challenging wildfire season in Napa County. On top of ongoing COVID-19 pandemic, dangerous fire conditions set the stage for two destructive wildfires, the LNU Lightening Complex Fire, which burned from August 17, 2020 to October 2, 2020, and the Glass Fire, which burned from September 27, 2020 to October 20, 2020.
The Director of Emergency Services activated the Emergency Operations Center for both fires, to manage the county's emergency response efforts, including the dissemination of alerts and warnings, law enforcement, public information, intergovernmental coordination, resource management, shelter operations, and initial recovery activities, such as Local Assistance Center and safety inspections.
Constant Associates has finalized two after action reports for each fire that review, evaluate, and offer proposed improvements for each of those areas of the EOC operation.
These reports focus on the EOC activation to support emergency response; they are not focused on field operations, tactical decisions made by first responders, or specific department procedures. The purpose of these reports is to help improve the County's response to future fires and other disasters, by offering proposed recommendations for training, plan development, resource upgrades, organizational changes, and others tools of process improvement.
Emergency Services Coordinator will provide a high-level overview of their findings on strengths and areas for improvement, and recommendations.
Pursuant to California Code of Regulations, Title 19, § 2450, Napa County has conducted after action reports on the two declared emergencies to provide reviews of response actions taken, identify potential modifications to plans and procedures as well as additional training needs, and summarize recovery activities to date. Napa County contracted with Constant Associates in November 2020 to complete both reports, following competitive procurements, to provide a third party objective review of the County's EOC operations.
