EXECUTIVE SUMMARY
There are currently three openings on the Napa County Child Care and Development Planning Council due to expiring terms and one resignation. The County Executive Office advertised the openings and received two reappointment requests from Debbie Peralez and Elayna Trucker.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

BACKGROUND AND DISCUSSION
The purpose of the Napa County Child Care and Development Planning Council (the Council) is to assess Napa County child care needs and develop plans to address those needs. The Council is committed to the belief that all children in Napa County have the right to experience a safe, healthy and nurturing childhood with equal access to community services and support. The Council shall collaborate to foster public and private partnerships to maximize family and child development resources through coordination and collaboration. The Council was created by Board of Supervisors Resolution No. 98-14 on February 10, 1998 to consist of twenty members, with ten members appointed by the Board of Supervisors and ten appointed by the Napa County Superintendent of Schools, the composition of which had to include the following:
