EXECUTIVE SUMMARY

The County received funds from Pacific Gas and Electric (PG&E) as a settlement for damages caused by the 2017 North Bay fires.  The Board of Supervisors has previously allocated $4.5 million of these funds for the repair of Mt. Veeder, Dry Creek, and Partrick Roads with $2,500,000 identified for Mt. Veeder Road, $1,000,000 for Partrick Road and $1,000,000 for Dry Creek Road. The type of work on Partrick and Dry Creek Roads differs from the work on Mt. Veeder Road so it was bid separately. On July 1, the Clerk of the Board opened bids for the reconstruction of Dry Creek and Partrick Roads, and the lowest responsible and responsive bidder was determined to be Granite Construction Company. The Partrick and Dry Creek Roads base bids and added alternates came in below the engineer’s estimate and the Director of Public Works requests award of the contract.

The County received funds from Pacific Gas and Electric   (PG&E) as a settlement for damages caused by the 2017 North Bay fires. The Board allocated $4.5 million in the Roads CIP budget, Fund 2040, Subdivision 2040500, Program 21052 to repair of Mt. Veeder, Dry Creek, and Partrick Roads.

Discretionary Justification:

In 2020, Harris and Associates calculated that the pavement condition for the portions of Dry Creek and Partrick are 26 and 37 respectively for their areas of work out of 100, which is “Poor condition” and needs reconstruction.

This work should reduce maintenance and repairs costs on Partrick and Dry Creek Roads.

Consequences if not approved:

A contractor will not reconstruct Dry Creek and Partrick Roads and the roads will continue to deteriorate. The cost to rehabilitate the road and maintenance would also increase significantly.

Additional Information:

Dry Creek, Partrick and the previously awarded Mt. Veeder project all share the same budget program. A budget sheet showing the updated budget for all three projects as well as the budget sheet that was included with the Mount Veeder Road board item are attached.

 

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: Consideration and possible adoption of a Categorical Exemption Class 1: It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act. [See Class 1 (“Existing Facilities”) which may be found in the guidelines for the implementation of the California Environmental Quality Act at 14 CCR §15301; see also Napa County’s Local Procedures for Implementing the California Environmental Quality Act, Appendix B.]

 

 

BACKGROUND AND DISCUSSION

After the 2017 North Bay fires, the County settled with PG&E and recovered $33,954,044 to compensate Napa County for roadway damage, response costs and lost revenue funds. On July 28, 2020, the Board of Supervisors allocated $16,000,000 of this settlement to repair roadway damage. Of that $16,000,000, the Board allocated $4,500,000 for pavement repairs on Mt. Veeder, Dry Creek and Partrick Roads.  County staff advertised to contractors to bid the Partrick and Dry Creek Roads Reconstruction Project as a single project because of their similarities whereas Mt. Veeder Road Rehabilitation Project was previously bid and awarded on June 22, 2021.

With the funding available, Public Works staff decided to target the worst, most traveled portions of Dry Creek and Partrick Roads with an appropriate repair method considering the budget and existing conditions. In the current condition of the worst areas, a full depth reconstruction and a two-and-a-half to three inch thick hot mixed asphalt concrete overlay is the most cost effective rehabilitation. The full depth reconstruction consists of pulverizing 10 to twelve inches of the existing road, mixing in cement, regrading and compacting. In addition to the reconstruction of the selected segments, all of these portions of Dry Creek and Partrick Roads will also receive Class III bicycle treatment which consists of share the road signs and pavement markings.

The base bid for Partrick Road includes reconstruction from the Bailey bridge over Browns Valley Creek (near 1511 Partrick Road) to 1766 Partrick Road (roughly .85 miles) where the Roads crew recently paved Partrick Road. On Dry Creek Road the base bid includes reconstruction from the Napa City Limits to address 3109 Dry Creek Road (roughly .65 miles). A Class III bicycle treatment was also included in the base bid for both roads. Bid alternative #1 continues the reconstruction from 3109 Dry Creek Road to Orchard Avenue (roughly .45 miles). 

On April 20, 2021, the Board authorized advertising for bids. On July 1, the Clerk of the Board opened seven bids for the reconstruction of Dry Creek and Partrick Roads, and the lowest responsible and responsive bidder is Granite Construction Company. Awarding the base bid and bid alternate will reconstruct Partrick Road from 1511 Partrick Road to 1766 Partrick Road and Dry Creek Road from the Napa City Limits to Orchard Avenue. Based on the bids for the Dry Creek and Partrick Roads Rehabilitation Project, Public Works staff considers that the $2 million budget is adequate for the selected rehabilitation on Dry Creek and Partrick Roads.

Granite Construction Company is not a local vendor; however, the Public Contract Code and County Code 2.36.095 requires that the Board award the construction contract to the lowest responsible and responsive bidder regardless of whether the low bidder is local or not. Staff reached out to the local construction contractor community by advertising the request for bids in the Napa Valley Register and the Solano-Napa Builder's Exchange, and by posting on the County website. If the Board awards the construction contract, County staff will contact the Napa County Workforce Investment Board (WIB) and require the successful contractor to contact the WIB and let the WIB know of its hiring needs.
