EXECUTIVE SUMMARY

Approval of the recommended Renewal Agreement will re-designate St. Joseph Health Northern California, LLC dba Queen of the Valley Medical Center (Queen of the Valley) as a ST-Segment Elevation Myocardial Infarction (STEMI) Receiving Center pursuant to Section 1797.204 of the Health and Safety Code and the Emergency Medical Services System Plan approved by the California EMS Authority. STEMI facilities and STEMI center designations are part of the Local Emergency Medical Services (EMS) system as detailed in the Local EMS Agency (LEMSA) EMS plan approved by the EMS Authority.
This Agreement will provide the LEMSA with $15,000 per fiscal year to offset the expenditures incurred and the provision of ongoing oversight for the STEMI program, for a total of $45,000, for the term July 1, 2021 through June 30, 2024.

This Agreement ends on June 30, 2024. Appropriations have been included in the approved Fiscal Year 2021-2022 budget and future fiscal years will be budgeted accordingly.

Consequences if not approved:

Failure to approve this Agreement would result in Napa County being out of compliance with State regulations. If Queen of the Valley is not designated as a STEMI receiving center patients in the southern half of Napa County who require the specialized care and treatment provided by a STEMI receiving center would have to be transported to St Helena Hospital or out of Napa County to receive life-saving services. This delay in reaching the services of a STEMI receiving center would impact patient outcomes.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

A STEMI Receiving Center is designated by the Local EMS Agency (LEMSA) to receive patients suffering from heart attacks, in accordance with California Health & Safety Code - Division 2.5 and California Code of Regulations - Title 22.  STEMI facilities and STEMI center designation are part of the local EMS system as detailed in the LEMSA EMS plan approved by the EMS Authority.
Approval of the recommended renewal agreement will re-designate Queen of the Valley as a STEMI Receiving Center. Queen of the Valley provides STEMI Receiving Center services to any STEMI (heart attack) patient who comes to the emergency department, regardless of the patient’s ability to pay physician fees and/or hospital costs.
This Agreement will provide the LEMSA with funding to offset the costs incurred for the provision of ongoing oversight for the STEMI program.
