RECOMMENDATION

Director of Public Works requests the following actions:

1.  A waiver of competitive bidding requirements and sole source award of a contract with Global Stabilization, LLC, pursuant to Napa County Code Section 2.36.090; and

EXECUTIVE SUMMARY

Global Stabilization, LLC., is a distributor of environmentally sensitive road building products focused on road and aggregate stabilization, dust abatement, erosion control, and prime coat alternatives. The company is comprised of road professionals who assist companies and organizations performing maintenance and construction. Global Stabilization will be working with the County Road crew for the upcoming Olive Hill and Mt. George project.

Approval of today’s requested action will allow a waiver of competitive bidding and sole source award to Global Stabilization, LLC., for the rental of a pug mill machine and professional operator, and the purchase of EarthBind liquid solution for the mixing of ambient temperature asphalt for planned paving work on Mt. George and Olive Hill roads.

Costs will be incurred in Roads Operations Sub-division 20400-00 but will be reimbursed from the PG&E Settlement Funds for Roads.

Discretionary Justification:

The Roads department has sourced a company that will rent the pug mill machine and operator, and provide the proprietary EarthBind solution needed to crush and mix ambient temperature asphalt for planned paving work. Additionally the cost of owning and maintaining a pug mill machine is cost prohibitive at this time.

There is no planned future fiscal impact.

Consequences if not approved:

If this item is not approved, the Roads department will be unable to proceed with planned maintenance of Mt. George and Olive Hill roads.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

Global Stabilization, LLC., is a distributor of environmentally sensitive road building products focused on road and aggregate stabilization, dust abatement, erosion control, and prime coat alternatives. The company is comprised of road professionals who assist companies and organizations performing maintenance and construction.

Approval of today’s requested action will allow a waiver of competitive bidding and sole source award to Global Stabilization, LLC., for the rental of a pug mill machine and professional operator, and the purchase of EathBind liquid solution for the crushing and mixing of ambient temperature asphalt for planned paving work on Mt. George and Olive Hill roads. Global Stabilization will combine the county’s crushed stock pile of recycled asphalt with their proprietary product in the companies’ “pug mill” to produce ambient temperature asphalt. 

The Napa County Road crew will be transporting (with the addition of 2 hired transfer trucks) the material from the road yard on Silverado Trail and placing the material on both Olive Hill and Mt. George roads 2” thick for a full width/ full length overlay. The cost of this product breaks down to roughly $75/ ton compared to $90/ per ton of standard hot mix asphalt making this a very cost effective and environmentally friendly product.

George and Olive Hill roads.

The Board on March 23, 2021 approved a budget transfer (Budget Transfer No. CEO021) that included various mid-year budget adjustments.  One of the adjustments approved was for Roads CIP program 21066 for the Olive Hill/Mt. George paving project.  The request was to release $750,000 from the Accumulated Capital Outlay (ACO) fund available in the designation from the PG&E settlement for Roads to increase appropriations in the new program 21066 which will then reimburse Roads Operations budget for providing the work.
