EXECUTIVE SUMMARY

The Waste Tire Amnesty Grant will provide the Napa County Local Enforcement Agency (LEA) resources to partner with the City of Napa as a joint applicant and other Napa County jurisdictions in the organization of numerous free to the public waste tire collection events. The grant will provide funds for public outreach and education, planning and logistics of the events, staffing, and tire hauling and recycling. These waste tire collection events will be held in various geographic locations throughout Napa County over a two year period. Collection of waste tires will help prevent illegal tire disposal and accumulation of waste tires on private properties and potential public health and safety issues due to vectors, fires, and public nuisance concerns. The State requires a Board resolution authorizing the submittal of an application.

Discretionary Justification:                     Waste Tire Amnesty Grant will provide the LEA resources to perform the duties specified in the grant program and benefits the public by providing free collection of waste tires; preventing illegal tire disposal, preventing accumulation of waste tires within private properties leading to potential nuisance conditions, and easily accessible collection events throughout Napa County.

Is the general fund affected?                                                               No

Future fiscal impact:                     If CalRecycle awards this grant in fiscal year 2021-22, the LEA will implement and receive cost reimbursement in the 2021-22 and 2022-23 fiscal year. This grant term will provide two years to complete the project.

Consequences if not approved:                     The LEA would not receive the grant award and would not be able to provide free waste tire collection events for the public within Napa County jurisdictions.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: There is no possibility the proposed action may have a significant effect on the environment and therefore CEQA is not applicable pursuant to the General Rule contained in the Guidelines For the Implementation of the California Environmental Quality Act, 14 CCR 15061(b)(3).

 

 

BACKGROUND AND DISCUSSION

Napa County in partnership with the City of Napa requests $90,000 to hold two waste tire collection events per year (Spring and Fall) at five locations throughout Napa County;  starting in the fall of 2021 and ending in the Spring of 2023 to provide needed waste tire disposal to all Napa County communities. Events will be run as one day events and /or month long collection events depending on the site location, and we anticipate collecting 21,000 tires over the 2 year grant term. The one day and month long events will utilize the services of the Conservation Corps North Bay to staff the events, load tires and collect participation data. Collected tires will be removed, transported and recycled by West Coast Rubber. Remaining funds not utilized at the events will be used to support an appointment/coupon program that will allow citizens to take waste tires to our local Materials Diversion Facility in the City of Napa on specific days.

Contingent upon grant funding, Napa County in partnership with the City of Napa and subcontracting with the Conservation Corps North Bay and West Coast Rubber (see Attachment 1: Letters of Intent) proposes to hold one day and month long events throughout the grant term within the County limits to accommodate the area of Napa County. The population of which is currently 136,700 and has not had a tire Amnesty event since 2006.

By providing annual “free” drop off events throughout our County, Napa believes that 100% of our community will be served. In addition to enhancing opportunities to divert waste tires from landfills, prevent illegal dumping, and promote recycled-content tire markets, these proposed events will provide the public with a waste tire disposal outlet as well as educational information that gives people the information needed to promote environmentally safe behavior in regards to using and transporting waste tires.

These events will be held at 5 locations throughout Napa County:
The month long event will utilize City of Napa Materials Diversion Facility, Operated by Napa Recycling and Waste Services: this location has the space and onsite staff to run month long collection events for the City of Napa and surrounding areas. The City of Napa MDF facility is located at 820 Devlin Road, in American Canyon.  The month long collection events will take place two months per year once in the spring and once in the fall. Months we will be determined pending funding but are tentatively planned for October 2021/22 and April 2022/23.

The one day Amnesty events will take place in the following locations throughout the County on a Saturday(s) in fall and spring of the grant term (pending award notification and schedule of waste tire hauler at that time), from 9 a.m. to 5 p.m. with an estimated cost of $4.29 per passenger and pickup tire.

2. Angwin, PCU 3. MDF, Napa 4. American Canyon 5. Spanish Flat

Napa County is the Lead and will act on behalf of all participating entities and if the grant is awarded will be responsible for the performance of the grant and all required documentation. The Lead must reimburse participating entities, then submit payment request to CalRecycle for reimbursement. The City of Napa has provided a Letter of Authorization and Letters of Intent have been received by West Coast Rubber, Conservation Corps North Bay, and Arbuckle Consulting.
