EXECUTIVE SUMMARY

This proclamation condemns racism, discrimination, xenophobia and hateful acts of violence in Napa County, which comes as a result of the recent inflammatory and xenophobic rhetoric regarding the Asian American and Pacific Islander community that has contributed to increased rates of violence, bullying, harassment and hate crimes against this community.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: General Rule. It can be seen with certainty that there is no possibility the proposed action may have a significant effect on the environment and therefore CEQA is not applicable. [See Guidelines For the Implementation of the California Environmental Quality Act, 14 CCR 15061(b)(3)].

 

 

BACKGROUND AND DISCUSSION

This proclamation condemns racism, discrimination, xenophobia and hateful acts of violence in Napa County, which comes as a result of the recent inflammatory and xenophobic rhetoric regarding the Asian American and Pacific Islander (AAPI) community that has contributed to increased rates of violence, bullying, harassment and hate crimes against this community. Since 37% of American Canyon’s population is AAPI alone, there is a significant concern of the potential negative impacts to the community as a result of the recent events. Further, the proclamation denounces the discriminatory treatment of other marginalized communities, including Blacks, Latinx, indigenous people, people of color, women, LGBTQ and immigrants who are more likely to be subject to discrimination, oppression and acts of violence.
