SUBJECT: Rescind and Replace ESG Balance of State and ESG-CV Allocation Resolutions

County Executive Officer requests rescinding and replacing the following resolutions to name County Executive Officer, Assistant County Executive Officer or Deputy County Executive Officer as each authorized to execute the associated Standard Agreements and any subsequent amendments or modifications thereto, as well as any other documents which are related to the grants awarded to Napa County, as deemed appropriate for the following:
1. 2018 ESG Grant Resolution No. 2020-82;
2. 2019 ESG Grant Resolution No. 2019-97;
3. 2020 ESG Grant Resolution No. 2020-53;
4. 2020 ESG-COVID 2 Resolution No. 2020-147; and
5. Authorize and direct the application for and receipt of an additional ESG-CV Round 2 grant, in an amount not to exceed $500,000, in accordance with applicable laws.

EXECUTIVE SUMMARY
The State of California Department of Housing and Community Development (HCD) administers the Emergency Solutions Grants (ESG) program with funding received from the U.S. Department of Housing and Urban Development (HUD). A resolution authorizing County Executive Officers is required by HCD in order for Napa County to execute amendments and administer these grants.

Discretionary Justification: Approval of the requested action is discretionary in that there is no mandate to accept the U.S. Department of Housing and Urban Development (HUD) funding to assist in the operation of Napa County’s Emergency Solutions Grant (ESG) Program. Approval of the requested item is necessary for the continued administration of ESG Grants 18-ESG-12351, 18-ESG-12352, 19-ESG-13151, 20-ESG-15593 and 20-ESGCV1-00028 already awarded to Napa County. Approval will provide the County with grant funding to support homelessness prevention, emergency shelter and related services.
Is the general fund affected? No
Future fiscal impact: All program funds shall be expended by September 30, 2022.
Consequences if not approved: If the amendments of the resolutions governing the revenue agreements for 2018, 2019 and 2020 grants are not approved, the full cost of the Emergency Solutions Grants (ESG) Program and supportive services would need to be absorbed by the County or those services would be unavailable to Napa County residents.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
The State of California Department of Housing and Community Development (HCD) administers the Emergency Solutions Grants (ESG) Program with funding received from the U.S. Department of Housing and Urban Development (HUD). This program provides funding to:
1. Engage individuals and families experiencing homelessness who are living placed not meant for human habitation.
2. Improve the number and quality of emergency shelters for individuals and families experiencing homelessness.
3. Operate emergency shelters.
4. Provide essential services to emergency shelter residents.
5. Rapidly re-house individuals and families experiencing homelessness.
6. Prevent individuals and families from experiencing homelessness.
In 2018, 2019 and 2020 Napa County applied for Emergency Solutions Grants (ESG) through the department of Housing and Community Development (HCD). In 2020, the County was awarded additional funding of $131,251 to the 2018 grants to fund ESG activities for the 2017 Federally declared wildfire disaster area. The County was also awarded additional funding of $500,000 to the 2020 ESG-CV grant to fund activities for additional indoor sheltering and non-congregate sheltering rooms for individuals experiencing homelessness who have been exposed to or diagnosed with COVID-19. The attached resolutions are required by HCD in order for Napa County to amend the existing agreements to accept these additional funds as well as continue to administer all of the open ESG grants.
