EXECUTIVE SUMMARY

The County has been awarded new grant from the State Water Resources Control Board. This grant and County Measure A funding will fund the completion of the Napa River Oakville to Oak Knoll (OVOK) Reach Restoration Project.

 

At this time, staff is recommending approval of a resolution to accept the new grant to fund the construction of OVOK Group D in the summer of 2021 and authorize the Director of Public Works to execute the agreement and any future amendments.

Is there a Fiscal Impact?                                                               Yes

Is it currently budgeted?                                                               Yes

Where is it budgeted?                     Proceeds from the grant being accepted via resolution today total $800,000. The Board has previously approved grants from the Caltrans, the State Coastal Conservancy, The US Environmental Protection Agency, and the Wildlife Conservation Board. County Measure A matching funds have already been approved by the Board as part of Amendment No. 27 of the funding agreement with the Flood Authority.

Is it Mandatory or Discretionary?                                                               Discretionary

Discretionary Justification:                     Acceptance of this grant is consistent with direction from the Board to supplement the County's share of Measure "A" tax revenues to accomplish projects of this type.

Is the general fund affected?                                                               No

Future fiscal impact:                     The grant funds and local matching funds will be spent over multiple fiscal years. Implementation of the project will be completed in 2022.

Consequences if not approved:                     Sufficient funding would not be available to complete construction of the Oakville to Oak Knoll Project.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The OVOK Project is the subject of a Mitigated Negative Declaration (SCH No. 2014012057), which was adopted by the Napa County Public Works Director on April 11, 2014. According to the Mitigated Negative Declaration, the proposed project would have, if mitigation measures are not included, potentially significant environmental impacts in the following areas: Aesthetics, Biological Resources, Transportation/Traffic, Cultural Resources, and Air Quality. This project site is not on any of the lists of hazardous waste sites enumerated under Government code section 65962.5.

 

 

BACKGROUND AND DISCUSSION

In 2007 the California Land Stewardship Institute (CLSI) received funding from the California State Water Resources Control Board and Napa County (Measure A) to prepare an enhancement plan for 9.5 miles of the Napa River between the Oakville Crossroad bridge and the Oak Knoll Avenue bridge (OVOK). The efforts of CLSI, the Napa County Resource Conservation District and Phillip Williams and Associates (now known as ESA PWA) are summarized in the Napa River Restoration: Oakville to Oak Knoll Project Final Concept Plan (Concept Plan), which was published in April 2011. 

 

The OVOK Project is the downstream continuation of restoration of the Napa River Rutherford reach which was completed in 2015. The 9.5 mile project reach has been divided into four construction groups (A-D), encompassing twenty-three (23) distinct sites. The County has completed the environmental review of the OVOK Project as required by CEQA, and the Mitigated Negative Declaration (SCH No. 2014012057) was adopted by the Napa County Public Works Director on April 11, 2014. During the development of the OVOK CEQA document the restoration sites were reorganized into Construction Groups A-D.

 

The subject of this agenda item is funding for implementation of OVOK Group D, which is the final construction group. Construction of Group A began in 2015 and re-vegetation of Group A was completed in 2017. Group C construction began in 2016 and re-vegetation was completed in 2018. Group B was constructed and revegetation was completed in 2019. Grant funds from the California Department of Fish and Wildlife, the State Water Resources Control Board, the California Coastal Conservancy, Environmental Protection Agency, and California Wildlife Conservation Board will be matched with Measure A to support implementation of Group D. Measure A matching funds for this project have already been approved by the Board as part of Amendment No. 27 of the funding agreement with the Flood Authority.
