District staff will provide an update to the Board on the status of seasonal precipitation including an update on the State Water Project.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.


BACKGROUND AND DISCUSSION
The State of California is in the midst of consecutive dry years similar to those experienced in 2014-2015. The so-called "Miracle March" with copious amounts of rainfall did not pan out this water year. Department of Water Resources and Water Boards are signaling severe drought type regulatory actions are necessary to preserve reservoir storage levels and maintain compliance with environmental permits into the fall months. Staff will brief the Board on latest climate, hydrology, storage levels, State Water Project allocations and what the implications are for Napa County in terms of water supply for the remainder of this year. Participation in the State Water Project (SWP) Dry Year Transfer Program is necessary to offset a recently announced 5 percent Table A Allocation to Water Contractors by Department of Water Resources.
