EXECUTIVE SUMMARY
The Board of Supervisors requested a review of previously approved development projects that might have been required to install a left turn lane (LTL), but had not yet done so. Planning Building Environmental Services (PBES) and Public Works jointly undertook this review and identified a small of number of projects that fall into this category. After analyzing each, staff does not recommend calling for the installation of these LTLs at this time, but does recommend each be reviewed should any of these projects submit for a major modification of its use permit.

ENVIRONMENTAL IMPACT

It can be seen with certainty that there is no possibility the proposed action may have a significant effect on the environment and therefore CEQA is not applicable. [See Guidelines for the Implementation of the California Environmental Quality Act, 14 CCR 15061(b)(3)].


BACKGROUND AND DISCUSSION
Action item 8.E of the Napa County Strategic Plan directed staff to review previously approved development projects and determine how many, if any, projects were approved with the requirement to install a left turn lane (LTL), but had of yet failed to do so. PBES commenced this review, and ultimately identified 112 projects that could possibly have failed to install some sort of required infrastructure improvements. (See attachment #1).
