EXECUTIVE SUMMARY
The Napa County Resource Conservation District (RCD) is an independent special district managed by a Board of Directors who serve specified terms of office. The terms of three of those Directors expire at noon on November 27, 2020. RCD advertised the openings and submitted a letter to the Board of Supervisors of Solano County (which comprises a small portion of the District) regarding the open positions and appointment process. The County Executive Office received reappointment requests from Ashley Anderson Bennett, Rainer Hoenicke, Jon Kanagy, and Thomas "Bill" Pramuk. The RCD's Board of Directors, lacking funds to pay for a public election, adopted Resolution 2020-05 on November 12, 2020 which requests the Board of Supervisors appoint the three Directors in lieu of an election, permitted by Public Resources Code Section 9314.
