body
EXECUTIVE SUMMARY
In July 2020, Sheriff’s Office Off-Highway Enforcement team lost one off-highway motorcycle due to engine failure. The motorcycle was too costly to repair, so the Off-Highway Vehicle (OHV) Recreation Division of California State Parks, who owns the motorcycle for use by the Sheriff’s Office, authorized it to be scrapped. Sheriff’s Office current grant award from the OHV Recreation Division approves and reimburses the cost to purchase one off-highway motorcycle. Today’s action authorizes the purchase of one off-highway motorcycle and to establish it as a capital asset.
FISCAL & STRATEGIC PLAN IMPACT
Is there a Fiscal Impact? Yes
Is it currently budgeted? No
Where is it budgeted? Sheriff’s Office
Is it Mandatory or Discretionary? Discretionary
Discretionary Justification: Sheriff’s Office needs to replace one OHV motorcycle that was unserviceable and scrapped. It has been determined that it is more cost effective to replace the motorcycle rather than repair it. The cost of the motorcycle is fully covered by the Sheriff’s Office OHV Grant.
Is the general fund affected? No
Future fiscal impact: Any future costs associated with the service and maintenance of the OHV motorcycle will be budgeted accordingly in future fiscal years.
Consequences if not approved: If today’s action is not approved, Sheriff’s Office will not purchase an off-highway motorcycle, leaving the OHV Team without a full complement of patrol vehicles.
County Strategic Plan pillar addressed: Healthy, Safe, and Welcoming Place to Live, Work, and Visit
Additional Information:
ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
Section 8E of the County Policy Manual states that County departments need Board of Supervisors approval to reallocate capital asset appropriations, either through the budget process or a Board of Supervisors meeting. The Sheriff’s Office OHV Team provides enforcement services of public and protected lands in the County, including Knoxville, Lake Berryessa areas, and all State and County parks. Funding for the program is provided by a grant from the California Off-Highway Motor Vehicle Recreation Commission.
In July 2020, the OHV Team lost one off-highway motorcycle to engine failure. It was too costly to repair, so it was sold for scrap metal with the approval of the Off-Highway Vehicle Recreation Division of California State Parks. The Sheriff’s Office current OHV Grant covers the cost to purchase and outfit one off-highway motorcycle for off-highway recreation enforcement and education.
Approval of today’s action will remove an EOD Disruptor, that is not needed at this time, from the Schedule of Approved Capital Assets in the Final Budget for Fiscal Year 2020-2021 and authorize purchase of one 2021 Honda XR650L Dual Sport Motorcycle with no change to total appropriations and establish the motorcycle as a capital asset in the amount of $8,366.
