BACKGROUND
Since 1993, compensation for each Member of the Napa County Board of Supervisors has been strictly tied to a percentage of the compensation received by Superior Court Judges; Compensation for judges of the Superior Court is established in Chapter 1.5, Title 8 of the California Government Code, commencing with Section 68200.

Compensation for Members of the Napa County Board of Supervisors (the specific percentage rate tied to the judges of the Superior Court) is established by the Board of Supervisors in county ordinance. Currently, each member of the Board of Supervisors is compensated at a rate equal to 47.09% of the salary of the judges of the Superior Court. This formula, and current ordinance, was adopted in August of 2005 and has remained unchanged despite significant evolutions in the cost of living and supervisor compensation in other comparable counties over the last two decades.

Management compensation is periodically reviewed to ensure the County remains within 4% of the market median when compared to our comparable jurisdictions of the counties of Contra Costa, Marin, Solano, Sonoma, and Santa Cruz. This review is underway, and it was noted that each Member of the Napa County Board of Supervisors is compensated 36% below the market average and 33% below the market median. Staff will return with a recommendation next month to update the ordinance to adjust Board compensation to the market median.
