BACKGROUND
On February 10, 2026, the Board approved changes to the Napa County Policy Manual, Part 1, Section 8, regarding proclamations. At the meeting the Board also approved a tentative list of proclamations for 2026 and directed staff to come back with an updated list after conferring with departments. The updated list of 2026 Proclamations is attached. The attached list recognizes that generally there should be no more than 3 proclamations presented during a Board meeting and that in lieu of a formal presentation at a Board meeting, proclamations can be placed on the consent calendar for approval and presented offsite at a different time by the Chair or their designee.
During the process of engaging with departments, staff learned that proclamations had been prepared for County employees retiring with 20 or more years of service, and any retiring department head or judge, without necessarily going to the Board for approval. These proclamations simply recognize the years of service an individual had provided as a county or court employee. Staff recommend the Board delegate authority to the CEO to prepare proclamations (with Board Member electronic signatures) for acknowledging retiring county employees with 20 or more years of service, and retiring department heads and local judges, without a requirement that they be approved by the Board.
Per the updated Policy Manual, if a Board Member wishes to have an additional proclamation prepared which is not on the annually approved list, the Board Member may either make a referral to the CEO during a Board meeting, supported by a majority vote of the Board, or the Board Member can present a proclamation signed solely by the Board Member in their individual capacit...
