Approve and authorize an Easement Deed in favor of Napa Sanitation District (NapaSan) for an area of approximately 19,446 square feet to allow for the maintenance of a new underground sanitary sewer main pipeline and an Easement Quitclaim Deed in favor of Napa County by which NapaSan abandons 17,939 square feet of certain portions of the previously existing, no longer utilized sewer main pipeline on airport property parcel 057-050-009. BACKGROUND
The purpose of the Easement Deed and associated Easement Quitclaim Deed is to facilitate the relocation of an airport sanitary sewer pipeline to run parallel along Airport Rd East and to abandon certain sections of existing sewer pipeline in accordance with the approved Terminal Area Redevelopment Phase 1 Project- PW23-29R. Staff worked with County Counsel and NapaSan to create a new Easement Deed for approximately 19,446 square feet of airport property along the public portion of Airport Rd East, which allows NapaSan to maintain, construct, access, operate, etc. the new sewer pipeline. A portion of the existing 1991 Easement Deed, 033335, is being quitclaimed back to Napa County in accordance with the portion of the sewer pipeline that is abandoned and relocated, resulting in approximately 17,939 square feet abandoned in place and returned to the County by the Easement Quitclaim Deed. Together, the two deeds deconflict airport lands leased for development by Atlantic Aviation and Skyservice US, LLC.
The granting of Easement Deeds on designated airport property is considered a "land grant" by the Federal Aviation Administration (FAA). Staff has provided a detailed description of the project to the FAA District Office for their concurrence. Additionally, this...
